I searched the latest Youtube videos about Dubai this week and found a lot of Russian travellers are going there. Also, found this video about Dubai Airport Covid protocols: https://www.youtube.com/watch?v=hBUyWSTgnzo
Regarding Covid Travel and Medical Insurance, I found this article that says there are companies that will insure you despite the travel advisory. For example, SafetyWing will provide coverage for 4 weeks at about $150 CDN.
Haven't checked all the fine print yet, so just consider it info at this point.
